The jewelers filled in the gaps. According to TIME, the American National Retail Jewelers Association discussed the anniversary list at its 1922 meeting and spent the next decade or so working toward a uniform list for jewelers across the country. MasterClass dates the result: the association introduced a formal list of anniversary gifts in 1937.
That 1937 list is the reason the 11th anniversary gift exists at all. Wikipedia’s history of the custom says the revamped list gave a gift for each year up to the 20th, and every fifth anniversary after that. Once every year needed a material, year eleven got one. On the traditional American list, that material is steel.

So which list should you follow? Whichever one gives you a good idea for the person you’re married to. The point of an 11th anniversary gift is the person, not the chart. The lists were partly a jewelers’ project from the start, and nobody checks your work. If steel sparks something, go with steel.
